Since 2013, Protak has supported Public Services & Procurement Canada (PSPC) in leading the complex process of procuring and executing real property service delivery and construction contracts.
From the initial strategic design phases through service delivery and project completion, Protak has served as an integral part of the process, supporting the department in not only building, but enhancing its real property service delivery capacity and flexibility.
To support the development and implementation of a variety of real property contracts for the Government of Canada, Protak has assembled an extensive team of over fifteen (15) consultants, including:
This team has helped establish a strong corporate real estate organization with internal service management and oversight, supported by external real property service delivery.
While the private sector is assuming a greater role in the delivery of services, PSPC remains accountable for the development, management, and administration of the department’s program, and continues to explore options that effectively leverage the private sector in responding to current and emerging needs.
The Real Property (RP) contracts that Protak Consulting Group Inc. has supported PSPC in developing and implementing include:
RP-1
This multi-faceted project is comprised of six regional contracts that collectively include approximately 4,000 assets from PSPC and other government departments. In addition to property management, project construction delivery and lease administration, the contracts also include optional services such as the development of Asset Management Plans, Building Condition Reports, Tenant Facility Management Services, and Space Measurement Services. Protak supported the implementation of this long-term contract, which has a total potential value of up to $22.8 billion.
RP-2
This is a single contract covering similar property management, project construction delivery, and optional services such as the development of Asset Management Plans, Building Condition Reports, and Tenant Facility Management Services for assets in Tunney’s Pasture and Carling Campus locations. Protak supported the implementation of this contract, which has a potential total value of $2.8 billion.
Project Services for Office Fit-up and Light Base Building Work
The Office Fit-Up Services initiative is designed to provide project execution services for office fit-ups, including furniture and light base building work. It aims to procure design, construction, and project management services as a comprehensive service to support the delivery of real property projects. This initiative, supported by Protak, involves a series of Supply Arrangements to compete pricing amongst them through a Progressive Design-Build process for requirements under $75 million.
Full-Service Workplace Solutions
Protak assisted in the development of the Full-Service Workplace Solutions, aimed at building and procuring service delivery solutions to provide short-term office space for Government of Canada departments, where longer lease terms are not appropriate. This interim approach also enables PSPC to offer timely, flexible, and agile spaces to clients while continuing the development of longer-term innovative, adaptive, and contemporary workspace solutions. PSPC is continuously exploring options to achieve efficiencies, improve service delivery results, and introduce innovation by leveraging the expertise, flexibility, and agility of the private sector.
